Buying Editing the WP gallery shortcode output (adding title tag to image link)

    I am having an issue when I hover over an image, the caption does not pop up (using gallery short code).

    As you can see the title tag in the link is blank in the output of the image. I need someone to edit the gallery short code output to make sure something (description or image title) shows up in the <a> title tag and not just title=""?

    I guess you de-register something in the media.php and redo how it's output in the functions.php of my theme.
