Editing photo's - remove a marks

I have seen several free photo editing software solutions online (paint.net, gimp etc.) but I am not sure which is best. I have a few photos that need editing. A persons face has a slight black mark on it. A picture of a car has a white mark (possibly bird poo) that needs editing. Which is the best solution?

    Thanks,
    CCK.

If you don't need layers than have a look at PhotoFiltre. It's free, and very easy to use for quick touch ups. I use it on my EeePC for doing quick crops and tweaks.

    * get the zipped version, not the installer. The installer includes the Ask toolbar, but they also offer a zipped "no install" version without the Ask toolbar.

I have tried paint.net following a tutorial someone has written. Seems to do the job using layers.

I would have paid someone on the forum but some of the pics have family children in them and I prefer to keep these out of the public domain.
