If you mean somewhere to sell an e-book, I'm sure sure. If you mean a writing forum where they can chat with other e-book authors and such, I have one at www.allfreelancing.com with an e-publishing area where we occasionally talk about that topic.
Absolute Write is a popular forum, but they are a little prejudiced against independent authors...the prevailing attitude is that if you aren't published under contract, you're not a real writer. I'm also in the e-fiction line, drop me a message and we can discuss mutual promotion ops.
