Are you asking about getting traffic FOR or FROM ebay affiliate program? I don't think you can get traffic from their aff. program. You need to drive traffic to your page with the ebay listings in it in order to make money. You can use various ways to try to accomplish that: AdWords, AdCenter, craigslist, backpage, legit traffic gigs, guest posting on blogs and forums, etc.
You mean how can you promote your links? Use social media and forums those are always good for traffic. And safelists too.
