He responded and apologized and told me to finish the transfer asap but nothing happened  then 2 weeks ago he stop responding  I opened a paypal dispute, I just wanna know, what happens if he does not respond to the paypal dispute? and which procedures should I follow to get my money back

Unfortunately paypal won't do anything if he doesnt respond to the dispute because its an intangible item and no proof of non-delivery can be determined. Highly doubtful eBay will do a darn thing about it either. Sorry :( ...

    Hello,

Although I am very sorry to hear about your loss, unfortunately this is one of the consequences of "trusting" others online.

Hopefully this have given you the opportunity to have better insight in how such businesses operates online and will better prepare you for any further transactions similar to this, or just in general online.

    Best of luck

    Regards,

    William

Can't you submit a screenshot of a whois search on the domain - to prove non delivery?

I know its a long shot but may be worth a try...

well when I requsted the first transfer the guy told me that he had a problem with his email, so that he could not respond  then we had to wait 15 days for my transfer request to expire, in this time period he updated his whois I don't know what exactly he changed I thought he changed his email adress because he had privacy in his whois  then we started to keep in touch, he aways told me that he will transfer it to my account asap but he never did.. Some how he had a 100% positive feedback  I thought I was protecting by ebays and paypals buyer protection so I continued waiting thats the story  It's really hard to find a trustable person

Usually what I do when buying domains is to create an account and what ever registrar the domain is registered with. Most will allow a "free push" into another account and most times, it is instanteouns and without problems. Once it is in my account and I have control over the domain, I can transfer it myself to my preferred registrar.

At least this way, if the seller has problems with pushing the domain, he can contact the registrar and say "I am trying to move domainX.com into Account # XXX but it is not working".

This method allows you to be more certain whether the seller is full of crap and trying to scam you, or is honestly having troubles.

Sorry my info might not help in this instance, but may offer an alternative if you purchase domains in the future.

well the problem is the domain was registered in network solutions, and they don't have a system like godaddy free push, I had to request a transfer for the domain to my network solutions account thats how the free push system works on network solutions

Take a screenshot and save it, go into your paypal dispute/resolution centre and theres a link there to upload documents / evidence to paypal.

If for some reason its not there just email it to them as an attachment, and then make sure you mention that you have emailed it to them in your 'notes to paypal section'.

For Intagible Goods Paypal does not care, however if you made the payment with the fund already in your account or from your bank good luck because paypal does not really help. However paying with Credit card is best solution always because you are guaranteed protected if paypal stops helping you call your credit card and they will force paypal to do investigation and get your money back as you are protected from frauds by your credit card company. So if paypal does not investigate the credit card will stop payment on them. Cheers =)

Credit Card is absolutely great for that simple fact (you're always protected), but it can be tortured too.
