You can't leave negative feedback to the buyer if you are a seller. I think this is to prevent negative feedback from being left to the buyer if the buyer does not like the item and leaves it to the seller.
This change took place almost 2 months ago, so certainly isn't big news anymore. Their future plans that I discussed with our eBay account manager just baffled me. Ebay look set to go to the wall, unfortunately.
