Since you don't have a good budget.. have you ever considered doing dropshipping? (Not sure if that would work well with ebay at all but what about starting your own online store?)
Do you have a website? Here's something which I have been doing when I first started. I went to get a website and build it's page rank to a page rank of 5. You can build it easily by buying high page rank from others. And once i've gotten my high page rank, I use ebay to sell them links on my site. However, I'm not sure whether this works or not and not sure what's the competitors in ebay now. This was how I first started out in IM.
