To be honest if you want to buy someone's existing powerseller account on ebay you must find a powerseller who doesn't want to sell on ebay anymore. Odds are if you become a powerseller it's because you have sold a lot. And you would have only sold a lot if you were making a lot. So I highly doubt you will find them for sale. Even if you do it's against ebays terms and would be deleted immediately.
