    You can't "buy" a .edu or .gov backlink. Period. What you can do is find some very cheap providers offering to get you a backlink on those domains. Most of the time these are no-follows so they are useless for SEO. But, you can truly find legit backlinks from these domains by really searching deep. Most of the time it would have to be in the form of a comment or getting an article written or revised with your opinion. That is the safest and most efficient way to get this type of link.

    These kind of authority sites are not allowed to give a link from unrelated institutions and these government agencies are exclusive only for official use and not for promotional purposes or search engine rankings.

    Best would be to feature content or ghost write on a popular blog that backlinks to your main site.

    Let's take the EDU market for example:

    Write an interesting article about say "Top 15 engineering colleges in Southwest" or "Most affordable colleges in the Northwest" or "Five mistakes every Freshman makes"...if you article is well-written and gets decently visibility. EDU websites make copy it or link to it on their homepage
