Well I never seen any website like this! But if you have pics to share with world why not opening your own blog since it will help you monetizing it once you get to know few things. Other then that its really hard to find a website like this.
Your best bet would be to use the pics you want to use to make money to upload to attract people to a service or even site where you'll get paid from ads or w.e these days you need to think outside the box. Try starting or doing something no one else has done or is doing. Why not even make a site where people will be paid for uploading images? Think about this question it's all about brain storming and coming up with many ideas.
