Backlinks.com has started a new affiliate program which pays upto $100 per referral.

You will be paid $100 for each advertiser that you refer who buys at least $50 in text links.

You will be paid $25 for each publisher that sells at least 1 text link using our service.

I have been a member of Backlinks.com for over a year & they pay regularly, on 1st or 2nd of each month.

You can sell links according to your PR, be it PR1 or PR9.
