Dynamic basically means that it pulls its information as you go to the page. The most common is a forum or directory that pulls info from a database to make up the page you see. Dynamic sites can also "make up" pages based on a series of varibles depsite that page never being "designed" by the webmaster.
Virtually any e-commerce site with more than a handful of products is usually dynamic as well. Instead of just simple HTML files they typically use some sort of dynamic programming language such as PHP, ASP, CFM, Java, etc. to populate data into the pages. It is useful as if you have 10,000 products you'd have to create 10,000 copies of one page. Then if you needed to change 3,000 of them it would take you forever. With a dynamic site you essentially have a "template" type of file that says "plug in the name of the product here" and "plug in the price of the product here" and then for each product it follows that format by pulling the info when its requested, "dynamically". Take this page for example. There is no /showthread.php?t=16977 static file on the server. Rather, there's a file called showthread.php that simply has different content based on the ?t=XXXXX at the end. Go to your address bar and try typing in something like 16976 at the end and you'll see how this works. That variable at the end tells the server what data to retrieve to put into the page.
