I'd guess this is because he's obviously not an opt-in mailer. Or perhaps because it's harder to keep up YOUR server(that hosts the domain getting spammed to) than it ever would be to keep up the one he runs.
Or because any optin records make his business model impossible.
Or because sending out of only 1 server not more than 10 will ever hit inbox if you're hitting 7 million addresses.
Or because Paypal doesnt even allow transactions for things like this.
