You can't say that. Egold can be earned through forex, autosurfers and HYIPs. But yes these are the major sources for getting egold. You can purchase too

E-gold has been cooperative with goverment in invesgating possible fraud account. Just make sure you set 'reject payment from blocked account' so that your account would never be related to those fraud account. Hopefuly.. i think we should send them emails containging our suggestions
I don't think I'll be doing that. Some of my friend did that and it resulted in restricting their own account. I don't have any personal experience with this "reject payment" system and I won't bother messing with it
I'm pretty sure these ideas have all been thought of before. Egold must have a very good reason not to impliment them. Probably to reduce chance of people somehow doing chargebacks.
At least they should add a 'customer feedback feature' so that buyer would know how trustworthy the seller is
