    payment via-paypal or google checkout for now but
    may need merchant (verisign) account later.

    Swimming Pool Company.

    10-15 main categories

    up to 1000 products.

    I will enter product photo and description, I just
    need design and back end design.

    Extremely user AND seo friendly.

    Not familiar with, however if it can provide what I need without paying 3-12K a year I would consider.

    You do not need to go in for custom site development mate. You can use either magento, osCommerce, Zen Cart, x-cart, cubecart, spree or digistore and the plus point of using these is that they are free and very easily customizable according to your needs.

    I would suggest you to go with a designing company for your product as you do not seems to have programming skills. Your budget is quite good and it is you can have a system to add unlimited products and categories with integration to your merchant account.

    Going with a company offering templates to give you idea about their quality will easy the process for you choose correct design.
