is it possible to add the dynamic keyword insertion code into the description lines of the google ad? I know it is possible for the headline.

    Your help is greatly appreciated

from what I read, you are not supposed to add, edit, or alter google ads in at all.

how would you vary a location keyword?
For example, say you're selling homes in a community, and someone searches "homes for sale in location1"

how can you have your ad pick up the location1, and say: Looking to buy a home in location1? etc

    is that even possible?

The only way is to create a different adgroups for each variation.

In such case dynamic ad is not necessary, when you have very specific adgroups.

yes you can have dynamic keywords in both of your description lines until and unless it is limited to 35 chars.

I dont recommend doing this unless you have a deep understanding on what you're doing
