Dynamic IP address

    I am looking to start a website that serves my area in south tx. My net cable provider uses dynamic ip. If i put google uses IP to indentify who is ad clicking, what would keep google from banning me if the people in my area share the same IP addresses.
    example today i might have 70.222.00.00 and tomorrow the person across town has the IP i used yesterday and clicks on my sight by chance. I know the scenario is slim but, what if?

    its a non issue since google tracks this by cookies and not by ip.

    also just to throw in more... many people like aol users for instance always show as coming from the same IP since they use there regional proxies. If google had a ip policy in place then all of these users would trip eachother first.

    Instead IMO they fingerprint you when you log into your adsense account and get a variety of variables about you. Then if a inquiry is made on your account they can pretty easily tell when you have clicked on your own ads or not. I think also volume plays into it a bit.
