If you are doing them for the same client/company - you are doing them a disservice at the search engine level. You are dividing their keyword impact. If you are doing the for different clients/companies - well I will leave that to your conscience.
Create 'n' numbers of site with same template (design / layout) who cares? Most important is the content.
If you duplicate content, the second site's content will not get good indexing by many search engines. Its a real waste of time. Duplicating site design is ok as long as the parties agree.
