Duplicated content in blockquotes

Hello!
I am using quite a lot quotes on my blog that are in <blockquote> tags.
Can Google take this as duplicated content? If yes, is there a plugin for WordPress that can put things from <blockquote> tags in encrypted JS (for example ROT13)?

 

I remember reading that google can identify the blockquote tag as does not treat it as dup content.

how about if blogger is smart just put an article in all quote? will google penalize them? (ah man i might point out some effective dup content way to some people if it really legal for google...so maybe answer me by PM? )

If it isn't duplicate content, does it get counted as content at all?

I couldn't imagine Google or anybody not counting it as duplicate content at all. If someone has seen evidence that they count it somehow "less" like duplicate content, I could stomach that a little better.
