Duplicate URLs?

Do SEs see

and
http://www.mysite.com/-t7138.html

as duplicate?

Both URLs are basically same page with same content.

Yes, in theory that would be considered duplicated content. Using robots.txt file you can prevent Google from indexing one the other with a simple Disallow: line.

Don't worry about getting penalized at all As google mentioned there are many sites on the web that utilize URL parameters and for valid reasons. let me quote something from google :

Yes.. That is not good for SEO.... use "nofollow" tag for those duplicate pages.

The url schemes are ok but ditch the leading hyphen(-). One or both of the pages will be gray barred as duplicate content. Does not hurt the site but they will not pass PR or add to PR.
