Duplicate penalty regarding on website

Lets say on your website on one of the pages you have duplicate content or article that was taken from another website, but when you copy that content underneath it you wrote one or two paragraph comments and feedback on that particular thing. Will that page be penalized or its fine because you added comments and feedback on that article.

Also does the amount matter if the article you copy is 1000 words and your feedback and comments is 100 words will that not be enough. Or if you copy 1000 words you should not least ad 400 words. Because someone told me that on a single page you can't have more than 70% duplication.

 

I suggest using an article rewriter to convert your document to %100 original content!

 

do you know any kind of software for this, so we don't need to spend God Damn time to rewrite it?

 

70% duplication is acceptable? Are you sure? Bcoz that's nearly to the full content.

I dont think 70% duplication is allowd, he got wrong information. I think 10% duplication if Google catch will be problem
