Duplicate pages on different- Google penalty or not

    Hi,
    Can Google also penalize you for having duplicate pages on two of your sites, i.e. same page on two site.
    I have this pecuilar situation and want your opinion on this. I run a main site having information on travel destinations and resorts in whole of India. Then I have region or city specific sites like on Shimla,Mussoorie etc. Can I put up a single page of simmilar content on let's say the Shimla site and the main site. All my sites are hosted with the same hosting provider with same IP address. For me it is essential to do so as I don't want my visitors to keep shuffling between different site as each has a different lay out.
    Pl give your suggestions on this.

    It would be duplicate content - one way around this is to use frames

    I am not talking about listing showing up, I don't mind even if one of the pages show up.
    What I want to know can any of the sites be penalised by Google.
