You can add news from other sites as long as you include a back link to the source. Most importantly, if you are doing this to get some traffic, or increase your ranking, then I guess it is not going to help much in that regard.
Rewrite the whole article (I see its not going to be in English )... By the time google notices the page it will not be news anymore
Duplicate content won't rank high in Google (if it get indexed at all). You will have to rewrite the articles. Changing just a few words won't work either.
Dont get me wrong......I know people who have 65million pages online across 2000 fqd's who mash-up content and make over $250,000 a year from the bottomfeeding traffic. But I can not recommend such tacticts for most of us. I recommend building unique content incessantly. One should be building at least 1 unique page a day on their sites. If they cant do it themselves, consider the myriad of outsourcing sites i cant post yet, like guru, rentacoder, scriptlance, elance, etc as there are writers that write googe english here in america that put out quality unique articles at $10 a page or less for 800word documents. Your native tongue, of course. Hire a person whose primary language is that target audience. But I did have to say that there are lots of mashup sites making lots of money. I cant get into the details, of course, but I have been consulting since 1999 and I can tell you it is true. It is amazing what some of these programmers can do! There is so much 'free content' out there when you datamine the feeds, api's, etc. Each one of them put their own twist on it. Some even have programs that can write grammatically correct sentences and nearly correct paragraphs (they use semantic libraries they build to pull in relevant content from their 400GB database).

Those are some pretty established and old sites... maybe that's the explanation. Don't expect the same results on some new domain with little to no backlinks.
surekaweb, there is a ton of duplicate content with top results in several search engines. It usually is not exactly, code for code, the same, but i have even seen that. nobody said the algorithms are perfect. it is a known, 'accepted' fact that the search engines try to address duplicate content. many have paid the price (go over to the other forums and search around, ie webmasterworld cre8asite etc if you doubt this forum visitors). take your own risks. worst can happen is both are removed. more likely, eventually, ie within 90days, one will be removed, one will stay. also, there are exceptions to the rules.........many sites are whitelisted, imho. they are shopping and news sites. they frequently have databases for products that result in duplicate content from shopping site to shopping site, same logic for news sites. there are exceptions to all filters, imo.
