Duplicate Forum Content? Hurts SEO?

I've been considering duplicating a forum database I own, and using that in another site forum to give it a "jump start" so to speak. The other site is similar in some aspects, so I could use a lot of it. Also, the people from my other site would keep their user accounts which I believe would make this whole process of launching the other site easier.

But the question would be, how much of a hit do you believe I'll take with duplicate forum content? A big hit? Or not that big of a hit because it's only on 2 different sites?

Try it and see. If you chage the post Titles then you wil not be effected. You can always delete the duplicate content if you get google slapped.

recent Search Engine algorithms can discover duplicate content even if you try to change some things in the page

Google is not in favor of Duplicate contents. They will penalize you. So I don't think its a good idea to have copy of a same site.

I think either google will ignore and will not index the duplicate content or may penalize the later one.

It may be worth experimenting how far such duplicate can affect both your sites. There is still much debate whether duplicate content is just a myth spread around to encourage everyone to produce a unique article. Google News is using duplicate content from other news sources.
