As a general rule, you should keep your content at least 40-50% unique to keep Google from getting too angry for duped content.

I don't believe google is that good at detecting duplicated content. You only need slight changes in it for Google to think it is different. I copy pages from Wikipedia all the time with slight changes - and don't suffer from Google.

True you can do that but that is known as PLAGIRISM and is highly frowned upon in the blogosphere network. You can post content that is copied but the thing to do is leave a link to the original source as Kudos if you are going to do that. Otherwise read it and write your own version. That is fine.
Dont focus too much on duplicate content. Whats to stop someone from stealing your stuff and putting it on their website? How will google know which one is the original and which one is copied? There is a penalty, but just focus on whats important(link building) and then you dont have to worry about it. I actually had a friend who got his content scraped and the person who scraped it put it on their site and didnt get the dupe penalty because their site was seen by google as the more authoritve site. My friend was the one who got the dupe penalty, and it was his conent.
