If your in a shared hosting and some site are using duplicate content. Does it affect the overall SEO for the other site that are not using duplicate content? What solution can you recommend if it does.

Absolutely not. The fact that you are on the same IP has absolutely no affect on SEO. Each site is evaluated separately regardless of IP. And besides, there is no kind of penalty for duplicate content, contrary to popular belief by those who are uninformed. Duplicate content can outrank original content. Duplicate content can even rank #1. If there were penalties associated with duplicate content then it would never show on page 1 much less at position #1.

The only time IPs come into play (which is why I always recommend a dedicated IP) is that if you happen to get placed on a server where someone has created a several hundred site link farm and Google discovers their farm, Google will sometimes penalize the entire IP rather than try to figure out the handful of sites that shouldn't be penalized. Of course, once you've realized that you're under penalty, come to the conclusion that its nothing you've done, and submit a reconsideration request, Google will review your site and lift the penalty. But by then it might be weeks even months, and if your site is a source of income then this could be detrimental.

Why would it? Google doesn't care. They just filter out what they to believe is less relevant.

If shared hosting hurt your rankings companies like Host Gator would never have been able to grow.

Google doesn't care much about these issues until they create real problems for them. If you are using a Commercial Host they will put a stop to anything that has the potential to create problems for their users before Google would step in manually to take action.

Matt Cutts has addressed these issues many times.

If you are doing your own things and you attract the wrath of a Google Audit then I suppose you might worry.

How many times does a news story get circulated through thousands of sites?

even if you are suing shared hosting, each site within your hosting account is independent to each other unless heavily interlinked. so if you have duplicate content on one site, other sites cannot get affected. usually a shared hosting server has 300-500 sites running on it so if one site's duplicate content could hurt others, all 300-500 sites would get penalized which is not possible.

    Thanks.

The reason is, I thought Google will give you penalty to the sites and not just the page that has duplicate content. So If a site is hosted in a shared hosting it usually it creates a sub-directory(mainsite.com/shardsite.com/) to your mainsite (mainsite.com).
What I thought all that are in the mainsite will be considered by Google as one. no matter what domain it uses. So if one site gets penalize other else are affected one way or another. This also applies if you have a bad neighbor if your in a shared hosting, example you shared it with gambling sites and porn sites, you would be having hard time optimizing for your site.

Please let me know your thoughts.

    Thanks!

yes duplicate content used by the site will make an effect on the site who is copying the content and it will come into the eyes of google.

Not at all, it does not effect your website in any way.
When you are using a shared hosting, you should be careful about the trojen attacks, not the SEO ranks.
However, using a shared hosting is not advised. Try changing it at the earliest.

Google doesn't consider any hosting. Only the particular web pages/website containing duplicate content will be considered by Google.

Google is very complicated but one thing is sure that every site is responsible for itself if they are copying content then they are going to suffer no one else...
