Drupal that acts and looks like Ning?

I am looking to create a social network on one of my sites. I heard Drupal is what I need. I like the look of ning but don't like some things about it.

Here is what I am after, but much much cleaner looking:

A nice Drupal theme, and some modules like Panels, and it should be a piece of cake..

 

Do you know someone who I can hire that can do this for me?

 

I'm sure lots of DP'ers will jump in and claim they can do it after they make-off with your money.
