Buying Drupal programmer

    I'm looking for someone to make a drupal module that can duplicate functions on this site http://www.animecrazy.net/togainu-no-chi-episode-8/
    Basically I want to let registered users to submit video & download mirror links. Then it must be approved by admin. Once approved it should be added to the original page

    I'm works with Joomla and Drupal, but with the cheap price I won't stick with they both.
