you can check the domain in "way back machine" by "archeive.org" so if a domain is registered before some time it will show you the time and year..........now it may be available to register again...............and you can get the PR back by getting links and put some fresh content on the website..................

There is no difference between a dropped and a expired domain. It does not matter that a domain is dropped - as long as the backlinks to that domain stay in place it will keep its pr or regain it after a PR update.
When you register a .com domain these days there is a pretty good chance that it is a dropped domain because someone owned it before.

 

Dropped domain always loose their PR but if it has backlinks then it may get it again.

Have I experienced what? Loss of Pagerank? Yes, but as I said in most cases it comes back after a pr update or two.
