    I think it is the domain which is not renewed and deleted from the registry.

    ...which Google immediately discovers and then deletes the PR. Most of the time, when you see a high PR on a dropped domain, that PR will disappear soon.

    dropped domain means its registrered once and got deleted from the registry list after the expiry. Importance depends on the dropped domains backlinks , traffic.
