drop down menu/ Combo box , not added data IE8, IE9.

Hello,

this is my site signup page : http://www.usbrokersearch.com/signup.php

when i select State , City combo box add city from database state wise.

its ok, in Google Chrome and mozilla

BUT ie7, ie8, ie9 not work.

my code : (help me how can i done it) free or paid help.
