Depends on your values. If you value equality and societal norms then you will follow the rules. On other other hand, if you care less about functionalism and whether society holds together through such decisions, then you will just pass. Personally, I would probably let my values stand in the way since I'm an emotional and poetic person. I'm not the logical type and I don't think in terms of acceptance. I'm the type of person to say that one person can make a difference and think irrationally even though the chances of others joining in are low. Therefore, I would just follow the rules and hope others do the same.

I would say to pass him. Unless there is a lane for cyclists, he/she should not be on the road, and you most def should pass him in order to get where you want. Im sure the no passing law is for cars, not cyclists
i think it depends what country you are in... in canada it is not a criminal offence to commit a highway traffic violation. also we have separate lanes for cyclists, they should not be in the driving lanes, because they have their own designated lane
