    I don't use them, thus can't really help here, however you can test it with phpmyadmin or your own script!

    I use 3ix webhosting. it down for several times within 3 days. They aplogize for that.
    The webhosting package was usd33 a year . I don't know if the price is high or low, but more affordable than in my country.
    Maybe more money means more stable and reliable webhosting.
