drawing blueprints

You know how some designers sketch on paper what they want the finished site to look like, What would be the best software to draw what you would like the site to look like. So the finished product would look like a web page but would be a non interactive gif or jpeg. So that if you had a complicated idea you could then pass it on to a more skilled designer or you could in include the design in a business plan

    Hope that makes sense.

    Thanks

I use Adobe Photoshop. My friend exports the image from Adobe ImageReady and then edits the HTML.

I agree with Albert_chu that it is possible to draw a website plan
with any image editing program (a.k.a. painting program). However,
you will spend more or less effort depending on the program. It
certainly helps that the program has vector capabilities, because in
that case you may draw objects and move them around the page, in
contrast to having to deal with bitmap areas that you have to cut
    and paste.
