DP privileges

Ok so I am new here as of yesterday and I notice that certain features and forums require a certain number of posts before you can use them. How many posts do I need in order to use these features?

there's another one not mentioned here:

- after 10K posts and 11 green blobs you can tell minstrel what you really think about him.

 

Or,

If you are deep down, with 4 red blobs, and on a verge of getting banned, then too you can tell him what do you think about him.
