Is it possible to find out who leaves what ratings/reputation for members?

If yes, how?

If no, then does that mean "anyone" can leave a "rating" without having
to answer for it?

What prevents someone from "going around" giving out positive and negative
ratings without regard for "honesty" or credibility?

You can't vote for the same person over and over, you have to spread the ratings around. I think that's the only misuse prevention in place.
