I need to download news articles regarding finance(especially about stock indices like Dow Jones,S&P 500 etc).Does yahoo offer an API to download such financial news articles.
You betcha... just don't ask me where you'd find it. I believe google has one too! Don't quote me on this though!

Do you need to download on your hard disk, or you need content to add on a blog, forum ?? Otherwise lojadeluxo posted a good link : http://code.google.com/apis/gadgets/docs/finance.html for rich content on your website.
it depends on how detailed you want the news to be, but igoogle has an option to choose what news to display, its not very detailed news and might be not were your looking for. but thought i would bring it under your attention anyway.
