Yes, you can downgrade your account one time.

Log into your paypal account and go to the help section. Search for "downgrade account". You will find instructions and a form that you need to submit to paypal to downgrade the account. It usually takes a few days after the form is submitted.

If you upgrade again in the future, you wont be able to downgrade again. Is there a specific reason you want to downgrade? Premier and business accounts are better than personal in many ways.

Yes but there are disadvantages as well. If you get credit card payments the fee is very high in personal accounts. There might be more.

I think you can have 2 accounts (personal and Business). Instead of downgrading the existing account you can create a new personal account.

If you don't need to accept lots of credit card payments it is better to have a personal account because they don't charge any fees when you accept a payment.

As I know one person can use a personal account + one other type of account. Its not against the paypal rules.

Keep your Premier account as it is and open new Personal account. It's okay according to PayPal TOS and you can enjoy benefits of both, without the need to downgrade.

Yes I think you can use your existing credit card to verify it, no need to get new credit cards for each accounts.
