If he got banned for faking traffic/clicks than it is his own fault and no, he won't get reinstated (if he submit a request).

Google will never forget about your account. Google maintains all data about their users. so just forget about your old account. Even you cant register with the same payee name as its already available in Google's database. But you can register with different payee name, different address from different IP location, then you may get a new AdSense account. Hope this help.
All very true. If your friend didn't already know this then he'll get banned again anyway. Due you really think they forget about attempted fraud after 6 months, as make no mistake when they ban you for click irregularities they do so on the grounds of you trying to defraud their advertisers.

Yes. He can. But don't repeat the same mistake again. Remember, not to click on your own ads else you will get banned again..
