double lined Javascript Navigation bar

    I just looked at uc Davis's my uc davis section and they have this really nice horizontal navigation bar. (look at image) In the navigation, if you click on on item another submenu pops up a line below it. Can someone please help me out to create just two tab and I will do the rest.
