Double Checking My Port Setup

    I've been troubleshooting my port forwarding issue for the last month or so. At first I couldn't get things setup, then I thought I had it resolved but unfortunately, I think things still may not be quite right. I'm at a loss as far as me trying to fix this on my own. Hopefully, with the breakdown below someone will see a problem area and tell me how to fix it:
    1. In Windows 7: First, I set a static IP address. I used the info that I obtain from the Command Prompt and my router status page. Once set, I tested it and, as you can tell, it worked properly as I was able to connect to the internet using a static IP. I know it worked because it took some tinkering with the IP address to get one that worked and allowed me to connect.
    2. In Router: I signed in to my WRT54GL router and in the port forwarding tab, I set my static IP address and set a port in the 500 range (actual number withheld for security purposes). I also unchecked "Block Anonymous Internet Requests" and saved it.
    3. In Cable Modem: I have SURFboard SBG6580 modem/router that my ISP uses for high speed internet. After I spoke with tech support he had me disabled NAPT Mode and check WAN Blocking to deactivate the router functions (since I already have one) and cause it to behave just as a modem (at least I believe this to be the case).
    4. Sandboxie: Just as a point of fact, I want you to be aware that I am running everything in a sand box app (Sandboxie).
    Well, that's it in a nut shell. The problem is at one point it seemed everything was working ok. Now, when I run a check on "CanYouSeeMe" it says it can't connect to the port. However, if I run the port checker tool from inside uTorrent (after I've set it to my correct port number) it gives a positive result saying it can see it.So, is it working or not? I seem to be getting conflicting reports.

    Is there any way to check these settings and see what specifaly is blocking the port? Again, uTorrent is seeing it as open but it's operating outside the Sandbox.
