    I don't this is legal.

Ebay has two listings for this keyword. The first and the last sponsored listing.

I clicked on both and they lead to ebay.com.au.

Google has a problem preventing doubleserving when using different url's such as www.ebay.com and www.ebay.com.au . Google views this as two different sites and therefore deems it as legal. Eventually they will pick up on this but it may take a while.

I think everything is legal. There are two sites: ebay.com and ebay.com.au

Since visitors IP is Australia based, ebay.com have right to redirects him to local store.

The ebay.com ad on the bottom is an affiliate, not ebay, and they're violating the correct display URL policy.
