Paypal allows 1 person to have two accounts, a Personal Account and a Premier/Business Account.

However in your case, I guess you're talking about having one account for you and one for your bother, right? In that case, yes you can open two accounts with two different names even using the IP. But make sure you have documents(Passport, Driving License, Utility Bill) ready to prove your identify as they may ask anything. However, to be on the safer side, i'd recommend you to call Paypal's Customer Support once and explain this to them. They'll probably ask you to fax documents for proof. After you've done and they've been examined by Paypal, I don't think there should be any problems.

    No paypal wont ban you
They allow 2 accounts per person
1 personal account and 1premier/business account
Make sure you provide all information correctly so that if any time they limit your account you can prove your identity and make the account unlimited again

Get you accounts verified and you be fine. Make sure that if they ask for identity proof then just send them all the documentations to show that you and your brother are distinct and separate persons.
