Dose paypal allow its users to send very very low payments???????

    It is not a glitch. If you look at Paypal fees, it shows 1.9% to 2.9% + $0.30 USD.

    There is the 30cents element in the fees for every transaction.

    You can make a paypal transfer of few cents to another person via paypal.But you will land up paying the minium fee charges which is not appreciable.
