Dose Pagerank Has Effect on Blog Site and Permanent Website?

    I think, there is a big effect on Google PageRank between Website and Blog Site. I have check this type of issue in different way and found this issue true. :confused:

    I have a question here....(hope this is relevant here.)

    Is there a specific time frame which Google use to evaluate and allot the page rank?
    Say, for a brand new website, how fast PR gets updated.

    pr i updated once it's cached and finds link back but it is released when ever it feels like the real pr is different from the visual pr(mostly on higher side)

    and there is no partiality between log and website. Its the blog service provider who mAKE SURE THE SITE SEO OPTIMIZED
