If an account is "dormant" - is it still possible to earn and get paid by ClickBank or do I need to start a new account?

Yes you can still use it. Dormant is usually after a long time period without any sales.

Yes you can use the same account. Infact as soon as you make your next sale the account automatically becomes active again. So no need to open another account. Just make sure it doesn't stay dormant for a long time or else CB starts charging fees and if you have money you will lose it or the account will go into negative incase if there is no money available in the account.

If it is a dormant account, make it active by getting some sales.

I don't think you go into the negative. I think when the dormant account fees deplete your funds to $0 then no more fees will be incurred.
