myspace advertising wopuld be a good start? also link exchanges with Celebrities sites adding the site to Celebrities directories... paying for adwords on Celebrities sites banners on big Celebrities sites these are all basic things
I think you need a good web design as you are going to target a sophisticated audience of glamour world, also your forum should have some good topics and interesting news about the celebrity.
