I'm just curious when a domain is in pend process does that mean the prior registrar has to approve it, if so would it be ICANN or the registrar its self? For example say I transfer a domain from Dreamhost to Godaddy who has to approve it is it ICANN registrar or does dreamhost have control over that?

Then I suppose you shouldn't bother posting on something you have no idea
    about whatsoever?

The gaining registrar has the burden of securing authorization. Without it, the
    transfer won't proceed.

Once it's confirmed with the gaining registrar, coupled with the domain name
still unlocked and all, then the losing registrar should release it whether they'll
secure confirmation from the registrant or not.
