you can get certified as a registrar. You need at least 75K in capital, plus a decent business plan and background. They won't certify just anybody - only if you can show that you know what you are doing and you will be around for a long time. The fees you end up paying are based on the number of sites you register. You could offer dirt cheap domains to get started in building a base. I believe when I looked into this a long long time ago, I started off looking at internic, but it's been a while. There are reseller programs out there, but none will make you the "cheapest"

How are these pseudo companies going to cover all the fees for a domain registered?? If it was so simple to sell domains less than $5 than why other companies like godaddy, name, enom etc do not offers such as prices?? I am 99% sure that this kind of registrars (or resellers) are scammers...
