Daniah, sure you can. But this does not make you the owner of that domain. Perhaps the best example of this was when Microsoft (surprise!) forgot to renew passport.com. Some nice fellow did it for them, and just got a thank you letter. If you're looking to get the expired domain, you need to wait until it's officially released to the public, and then try registering it (yourself or though SnapNames-type service). You may also try contacting the owner to see if he/she can transfer the rights to you for little or no money.
